Do they need cookies or trade

I was watching with interest the recent visit of the vice president of the United States to Guatemala. Where she was taking selfies with cookies having her face impression on it. A thought came to my mind, do these people actually need handout to stem the flow of impoverish economic migrants crossing over to the United States. Perhaps what they need most, is the ability to trade their goods and services to the United States, without the exorbitant tax and tariffs added. This will probably stem the flow of these migrant crossing over through the border in dangerous circumstances faster, i think, than just offering them cookies!
